Transparency & Continuous Improvement

A message from Chief of Police Jorge Cisneros

To our Anaheim Community:

On behalf of the men and women of the Anaheim Police Department (APD), thank you for your continued support and partnership in our mutual effort in creating and maintaining a safe and vibrant community.  Trust between the police and those we serve is the most critical component to the continued success of this effort, and APD works tirelessly every day and every night to build upon and strengthen that solid foundation through engagement, transparency and the delivery of high quality service through continuous improvement.  In terms of transparency and continuous improvement, few agencies provide more insight into their operations than APD, and even fewer are more self-critical.  A few examples of APD’s leadership in these areas include: 

  • First agency in Orange County to implement Body Worn Cameras
  • Major Incident Review Team (MIRT) serves as model process in examination of critical events
  • Only agency in Orange County with civilian oversight: Police Review Board
  • Office of Independent Review (OIR) has unfettered access to critical areas including all critical incidents (Officer Involved Shootings, In Custody Deaths, MIRT), Use of Force, Internal Affairs and Vehicle Pursuits 

The above examples represent significant, proactive steps to ensure APD continues to evolve as an organization and refine its approach to meeting the growing demands of policing today.  The results of these processes include the development of specific and relevant training, implementation of the best equipment, refinement of policy, improved tactics and finally, post incident community recovery.  

The report that follows outlines APD’s responses to the recommendations brought forward by OIR over the past decade.  As indicated in the pages that follow, APD has either agreed with or is considering the implementation of 91% of the recommendations over this time period.  For those we did not agree with, our responses have been provided publicly both in writing and presented during the public meetings of the Police Review Board or its predecessor Public Safety Board.  For those we disagreed with, APD’s rationale is also provided; a further example of our commitment to transparency in these matters of public concern.  We have welcomed and sincerely appreciate the work of OIR in making APD a better prepared, better equipped and more progressive department.  Their work coupled with the valuable input from the Police Review Board have allowed us to remain a leader in policing and to meet our commitment to delivering the highest level of service to Anaheim’s residents, visitors and businesses.
