David M. Morgan officially began his duties as City Manager of California’s 10th largest city in December, 2001. In his role, Morgan is responsible for implementing the policies established by the Anaheim City Council, overseeing the City’s $1.5 billion budget, and shepherding the City’s five-year $700 million Capital Improvement Budget.
As City Manager, Morgan coordinates a full range of municipal services ranging from public safety, public utilities, transportation, growth management, and social activities designed to enhance the quality of life of Anaheim’s citizens. Anaheim is the oldest and largest city in Orange County covering 50 square miles, with nearly 345,000 residents and 2,200 City employees. He has played a lead role in the renaissance of Anaheim for over a decade.
Starting his career with the City of Anaheim in December 1974, Morgan has worked in many City departments including Budget and Audit, Human Resources (serving as Human Resources Director from 1988 to 1993), Information Services, Intergovernmental Relations, Strategic Planning, Golf and Stadium field operations. From 1993 through 2001, as the Assistant City Manager, Morgan directly oversaw the City’s Finance, Human Resources, Information Systems, Audit, Intergovernmental Relations, Convention Center, Stadium, Arena, Parks, Recreation, Library and Community Services operations. As City Manager, some significant initiatives have included:
- A new citywide General Plan providing vision and details for:
o The historic downtown area o Platinum Triangle Area o Mountain Park o Anaheim Resort Area
- Enterprise improvements including:
o New clubhouse at Anaheim Hills Golf Course o Tiger Woods Learning Center at Dad Miller Golf Course o New management agreement at the Honda Center of Anaheim o Acquisition of The Grove of Anaheim o Complete renovation of the Anaheim Convention Center Arena o Finalization of the GardenWalk Resort Project
- Community improvements including:
o New Haskett Branch Library o West Anaheim Police and Youth Center o Renovation of the Central Library o New East Anaheim Gymnasium and Youth Center o New East Anaheim Branch Library o New Anaheim Hills Little League Facility o 20 acres of additional park space o Corridor beautification o New fire stations
- Service improvements including:
o Unparalleled service training program o Home Improvement Holiday o Business License Tax Holiday o Homeland Security System upgrades o Citywide WiFi
Morgan has both a bachelor's and a master's degree in public administration from California State University, Fullerton. In 1998, Morgan also was a member of the “Leadership for the 21st Century Program” at the John F. Kennedy School of Government at Harvard University.
Morgan is a member of the International City Managers Association, and served as a member of the adjunct faculty for the Graduate Center for Public Policy and Administration at California State University, Long Beach. He is a member of the Anaheim Memorial Medical Center Executive Board and continues to serve as an advisory board member of the Anaheim Family YMCA. Morgan has also served on the Board of Trustees for the West Anaheim Medical Center and on the Board of Directors for the California City Management Foundation.
