
CAPTAIN ROBERT CONKLIN, Sr.
Captain Bob Conklin was raised in Huntington Beach, CA. He began his law enforcement career at the age of 18 as a Huntington Beach Police Cadet. At 19, Bob enlisted in the U.S. Army and proudly served as a member of the 82nd Airborne Division, attaining the rank of Sergeant/Jumpmaster. After completing his service in 1978, Bob entered the Orange County Peace Officers’ Academy. Following graduation, he was sworn in as a police officer with the Hemet Police Department where he worked for two years. In 1980, he transferred to the Anaheim Police Department.
Capt. Conklin obtained his B.A. degree from California State University, Fullerton and his Masters degree from California State University, Long Beach. He is a graduate of POST Command College, the F.B.I. National Academy, the Supervisory Leadership Institute, and the Delinquency Control Institute. His previous assignments include Operations Support Division Commander, South & West District Commander, Detective Bureau Commander, Family Justice Center Commander, Watch Commander, Special Tactics Detail Lieutenant, Homicide/Major Assaults Detail Sergeant, Sexual Assault/Family Crimes Detail Sergeant, Burglary/Tourist Oriented Policing Detail Sergeant, Patrol Sergeant, Communications Supervisor, Narcotics Investigator, Field Training Officer, and Tactical Negotiations Unit Team Leader.
Captain Conklin is married to his wife Kelly. He has two grown children and is the proud grandfather of two beautiful girls. Bob enjoys spending time with Kelly, walking his Boston Terrier “Sage”, traveling, boating, running, and snow skiing.

CAPTAIN JOE REISS
Captain Joe Reiss was born and raised in Anaheim. He began his law enforcement career as an Anaheim Police Cadet at the age of 18. In 1976, Captain Reiss became an Anaheim Police Officer. During his career with the Anaheim Police Department, he rose through the ranks serving in various assignments including Patrol, Street Narcotics, the Crime Task Force, Robbery/Homicide, Community Policing, Internal Affairs, SWAT and the Gang Unit.
His management assignments included Patrol, Administration, Special Enforcement, Homeland Security, Criminal Intelligence, Vice, Narcotics, Strategic Services, Records, Communications, Traffic, Information Services and Helicopters.
Captain Reiss holds a Bachelors Degree and Masters Degree from California State University, Long Beach. Captain Reiss is also a graduate of the FBI National Academy and POST Command College. Captain Reiss is a part-time instructor for California State University, Long Beach.
Captain Reiss is married to his wife Kathy, who is also an Anaheim Police Officer and they have 5 grown children. Joe enjoys basketball, surfing, running and being involved with church activities.

CAPTAIN JOE VARGAS
Captain Joe Vargas grew up in Anaheim and spent his childhood in central Anaheim. He began his law enforcement career as an explorer scout with the City of Stanton. He was hired and started as an Anaheim Police officer in 1980. During his career with the Anaheim Police Department he has promoted through the ranks and served in a variety of assignments. These have included Street Crime Action Team, Major Narcotics, Community Policing Supervisor, Public Information Officer, Watch Commander, and Strategic Service Bureau Commander. He was promoted to the rank of Captain in November of 2005.
Captain Vargas has previously served as the Operations Support Commander and is currently the Detective Division Commander.
Captain Vargas holds a Bachelors Degree in Organizational Management from the University of La Verne. He is a graduate and instructor from the International Chief’s of Police, Leading Police Organizations program. Captain Vargas is also a part-time instructor for the Peace Officer Standards and Training management course.
Captain Vargas is married to his wife Jennifer and has three children. He enjoys running, reading, spending time with his family and riding his Harley. Captain Vargas is a second generation police officer with his father being a retired Santa Ana police officer.

CAPTAIN CHUCK O'CONNOR
Captain O’Connor began his law enforcement career with the Anaheim Police Department in 1980. As a police officer, he served in a variety of assignments including as a patrol officer, Investigator with the Street Crime Action Team, Narcotics Investigator, Crime Task Force Investigator, Accident Investigator and Motorcycle officer. He also served on S.W.A.T.
In May 1988, Chuck was recognized for his participation in a Property Crime Program where he assumed an undercover role for nearly ten months and infiltrated the stolen property distribution network within the community. Total value of all of the recovered property was over 1.4 million dollars and 99% of the stolen items were returned to the original owners. In addition, there were 105 felony arrest warrants issued as a result of this investigation.
In 1995, Chuck was promoted to Sergeant and returned to Patrol as a supervisor. He also served as a supervisor of the Gang Detail, Personnel Detail, Criminal Intelligence Detail and S.W.A.T.
In 2002, Chuck O’Connor was promoted to Lieutenant. In this position, Chuck has served as the Commander of the Operations Division, Investigations Division and Homeland Security.
Captain O’Connor has been the recipient of countless forms of recognition, including having been awarded the Veterans of Foreign Wars “Officer of the Year” award. Also, under his leadership, the Special Tactics Detail was awarded the Unit of the Year in 1998.
Captain Chuck O’Connor is presently assigned as the Commander of the Operations Support Division.
