The Anaheim Resort Specific Plan (ARSP) is one of three specific plans that regulate development within the 1,085-acre Anaheim Resort, an area within the City of Anaheim generally located west of Interstate 5, south of Vermont Avenue, east of Walnut Street and north of Chapman Avenue. The Anaheim Resort Specific Plan pertains to 581 acres located to the north, east and south of The Disneyland Resort. This area includes the Anaheim Convention Center and surrounding hotels, restaurants and associated development.
The proposed project, Amendment No. 14 to the Anaheim Resort Specific Plan, includes amendments to the Anaheim General Plan, ARSP, Anaheim Municipal Code, The Anaheim Resort Identity Program, and The Anaheim Resort Public Realm Landscape Program. These amendments are intended to allow an expansion of the Anaheim Convention Center, including additional hotel and commercial development; update and streamline development standards, guidelines and requirements; and, reduce redundancy within and between documents. The proposed amendments do not change the types of land uses permitted within the ARSP area or significantly modify the associated development standards.
In 2008 City Council directed staff to prepare Supplemental Environmental Impact Report (SEIR) No. 340 for the Amendment No. 14 to the ARSP Project. A Notice of Preparation for SEIR No. 340 was distributed to the public on February 11, 2009 and a public meeting was held on February 25, 2009. This notice and meeting provided members of the public with an opportunity to learn about the project, ask questions and provide comments about the scope and content of the information to be addressed in the Draft SEIR.
The Draft SEIR was made available for a 45-day public review period from September 14, 2012 through October 29, 2012. The Notice of Availability of the SEIR, which also included noticing for the Planning Commission public hearing and a tentative date for the City Council public hearing, was sent to a list of interested persons, agencies and organizations, as well as property owners in the ARSP area and within a 300-foot radius of the ARSP area. Copies of the Draft SEIR were made available for public review at the Planning Department and at the Anaheim Central Library. The Draft SEIR was also made available for download via the City’s website. During the public review period, the City received comments from seven agencies and interested parties. These comments and associated responses are documented in the Final SEIR, which was released to the public on December 7, 2012. The Planning Commission reviewed the Amendment No. 14 to the ARSP Project on November 5, 2012 and unanimously recommended City Council approval.
