Public Utilities Board Members

The Public Utilities Board is made up of seven Anaheim residents who are appointed to staggered four-year terms by members of the Anaheim City Council. The Board’s role is to advise the Council on utility matters, including: sources of water and power supply; renewable energy resource options; water and energy conservation and efficiency incentives; water and electric rates; annual capital and operating budgets; and other utility matters.


John Machiaverna - Chairperson

John Machiaverna joined the Public Utilities Board in 2009. Mr. Machiaverna is familiar with the City of Anaheim as both a resident and a business owner. A graduate of the Gemological Institute of America, he has owned his own thriving jewelry business in Anaheim, J Mac Jewelers, since 1989 – and he has been a resident here for over 50 years.

Mr. Machiaverna has long been active in the Anaheim community. He has been heavily involved in local business organizations, such as the Concerned Merchants for the Betterment of Anaheim Plaza (COMBAP). He has been a member of the Anaheim Boys and Girls Club since 1989, and has served as president for the past six years; he also served on the Anaheim Community Services Board for ten years, and was president of the Anaheim Museum for two years. In 2000, he was named Orange County Volunteer of the Year.


Diane Singer - Vice Chairperson

Diane Singer - Vice Chairperson

Diane serves on the Orange Unified School District Board of Education representing the schools in Anaheim Hills, is the director of Anaheim’s Campus Beautiful, and on the executive board for Orange Parents and Children Together Head Start; she formerly served on the Anaheim Convention Center Authority board, and as president of Kindercaminata, a program that introduces Anaheim’s Title 1 kindergartners to the promise of a college education.

Diane is in her second career, teaching high school Entrepreneurship.  Previous to teaching, she ran a small business that provided workforce education and instructional design and before that, spent many years in the corporate IT space designing networks for companies like Hilton, IBM and Avery Dennison.  Most recently, Diane was the lead career technical educator on a team that created a business course in Mandarin Chinese for the University of California and served as an evaluator for the school accreditation board, WASC.  Her work in education has resulted in the Corazon Award for Excellence in Public Education and the Most Influential Professor Award for the Cal Works program.

Diane’s focus on the Public Utilities Board will be ratepayer advocacy, conservation and promoting investment in our system’s infrastructure.


Robert W. Hernandez

Robert W. Hernandez

Former Anaheim City Council Member (2002-2010) - Elected to the Anaheim City Council in November 2002 after a 38-year career serving the citizens of Anaheim in the Anaheim Fire Department.

Hernandez brings an array of community service to the Council. He has served on the Anaheim Firefighters Association as treasurer and board member at large, as well as a member of the Anaheim Firefighters' Political Action Committee. He has a long history of service to the community in such organizations as the American Cancer Society, American Heart Association, Anaheim Chamber of Commerce, Western Medical Centers Foundation Board of Trustees, Latino Peace Officers Association, and many other charitable organizations. He was a founding member of the Downtown Anaheim Association and is co-founder of the Anaheim Nutcracker Holiday Festival and Tree Lighting Ceremony in downtown Anaheim.

Hernandez received an Associate of Arts Degree in Fire Science from Santa Ana College and has attended many classes in Emergency Management, specializing in logistics and is rated as a Chief of Logistics by the State of California Governors Office of Emergency Services. In 1994, after the Northridge earthquake, Hernandez had an opportunity to use his knowledge and skills serving with the Federal Emergency Management Agency (F.E.M.A.) in the Pasadena disaster field office.

Hernandez first came to Anaheim when he was appointed to firefighter in March 1963. He rose through the ranks and retired as a Fire Captain in 2001. He is a former long distance runner who has run many full and half marathons. He has two grown children who attended Anaheim public schools, one of whom still lives in the area.


Susan Faessel

Susan Faessel Susan Warden Faessel graduated from California State University, Fullerton in 1972 with a degree in Special Education.  She received her Masters Degree in Educational Technology from Azusa Pacific University in 2001. Susan retired in 2009 from her 34 year career with the Orange Unified School District.

Mrs. Faessel has remained active in the Anaheim community through her Board Memberships in the Anaheim Museum, the Anaheim Historical Society, the Mother Colony Household, the Kiwanis Club, and Advisory Board for the Orange County Symphony. She is a past President of Anaheim Beautiful. She continues her support and membership in a number of other Anaheim community organizations such as the Anaheim Ebell Club, the Chance Theater and the Anaheim MUZEO, where she and her husband Stephen are Founding Members.

In 2002, Mrs. Faessel was appointed to the Anaheim Library Board by the Anaheim City Council, serving as its Chair for six years.  Concurrently she served on the Santiago Library System (SLS) Board as a representative for Anaheim. Mrs. Faessel is a past President of the State of California Association of Library Board Trustees and Commissioners (CALTAC).  During that time, Mrs. Faessel was involved in the planning and execution of a number of Anaheim Library capital projects, including the remodel of the Central Library, the opening of a new East Anaheim Branch Library-Community Center and the rebuilding of the Haskett Branch and the remodel of Euclid Library Branch in West Anaheim. Susan worked to establish relationships between various Anaheim City Departments that resulted in enhanced Library facilities and operations, such as the final funding component of Anaheim’s second Bookmobile. Mrs. Faessel has supported diverse facilities and services for the Anaheim community such as her participation on the Anaheim Redevelopment Downtown Design Task Force and her involvement in the planning of Anaheim’s Founder’s Park

Beginning in 2009, Mrs. Faessel served for two years as a member of Anaheim’s Community Services Board that studies and recommends to the City Council, Federal Community Development Block Grant (CDBG) funding for various Anaheim not for profit social service programs. In July 2011, Mrs. Faessel was appointed to the Anaheim Public Utilities Board.


 

David WainDavid Wain

Anaheim resident for nearly 14 years, David Wain was pleased to be appointed to be appointed to the Public Utilities Board in June 2013.

David is also a long time member of the East Anaheim Neighborhood Council, and currently serves as the Chair – he is also a board member of the largest Home Owners’ Association in the City.  Both as a small business owner and a long term IT consultant, David has a deep appreciation for the problems facing Anaheim residents and business owners and will work hard to ensure that Anaheim Public Utilities continues to provide high quality services at a reasonable cost.


Chip MonacoChip Monaco

Appointment Date: 7/2/2013

With nearly 15 years of management and leadership experience in various capacities at the County of Orange, Mr. Monaco brings a wealth of knowledge and management skills to his current position as Deputy Director of Government & Community Relations at OC Waste & Recycling.

As a Deputy Director at OC Waste & Recycling, Mr. Monaco provides management and leadership, individually and through staff, by serving as the Department’s liaison with local, state and federal elected officials, regulators as well as public and private stakeholders.  The Government & Community Relations Division is responsible for several mission critical department functions including the administration and oversight of the Department’s active and closed landfill risk and liability management programs, environmental and regulatory planning activities, renewable energy initiatives, legislative analysis, and land use negotiations.

 

The Department’s renewable energy program currently produces 50 MW of renewable energy through the conversion of landfill gas to energy and is expected to expand to 73 MW once a project is completed at the Frank R. Bowerman Landfill in Irvine. 

Mr. Monaco began his career with the County of Orange in the Media Relations division of the County Executive Office.  This position led to more than 7 years of hands-on experience working for three elected members of the Orange County Board of Supervisors.  This included service to former Supervisor Thomas Wilson as his Communications and Policy Advisor and then as Communications and Policy Advisor as well as Chief of Staff to Supervisor Todd Spitzer.  Most recently, Mr. Monaco served Supervisor Patricia C. Bates as her Chief of Staff.   

Mr. Monaco received his Bachelor’s degree from Chapman University and his Master’s in Public Administration at Chapman University’s affiliate Brandman University and resides in Anaheim Hills with his wife and two young children.


Lon Cahill

 Lon Cahill

Lon Cahill joined the Public Utilities Board in 2003 and served until 2011. He was reappointed in September 2011. Board Member Cahill brings with him 38 years of experience in municipal and private fire departments.  He has worked for four Orange County cities’ Fire Departments, and retired as Garden Grove’s Fire Chief in 1993, going on to become Fire Chief for the Disneyland Resort. He is also the past President of the Orange County Fire Chiefs Association and former board member of the California Fire Chiefs Association representing Orange and Los Angeles Counties, and has taught 14 years in state and local fire technology programs as a credentialed vocational education instructor.

 

Mr. Cahill has been active with the CHOC Walk in the Park, the Marine Corp League, and Toys for Tots.
