The Public Utilities Board is made up of seven Anaheim residents who are appointed to staggered four-year terms by members of the Anaheim City Council. The Board’s role is to advise the Council on utility matters, including: sources of water and power supply; renewable energy resource options; water and energy conservation and efficiency incentives; water and electric rates; annual capital and operating budgets; and other utility matters.
Jordan Brandman - Chairperson
Appointment Date: 7/17/2007 Term Expires: 6/30/2015
Jordan Brandman joined the Public Utilities Board in 2007. A graduate of public schools and the University of California at Irvine, Mr. Brandman is particularly passionate about education, and is committed to providing a clean and efficient utility for the next generation. He was elected to the Board of Trustees of the Anaheim Union High School District in February 2008. Mr. Brandman has served as the Director of Workforce Development and Education for the Orange County Business Council (OCBC), and has also done a significant amount of work in environmental planning. He has worked on projects ranging from major regional transportation corridor and utility transmission line studies to residential, commercial, and industrial developments. From 2002-2004, he served as a policy advisor in the Governor's Office of the Secretary for Education, advising the Governor and Secretary on various education policy issues, and from 2004-2006, Jordan served as Legislative Aide to Assemblymember Tom Umberg, advising and staffing Mr. Umberg on various policy issues including education, local government, and transportation.
Currently, Mr. Brandman is Director of External Affairs for the Orange County Clerk-Recorder Department. Mr. Brandman is also a member of the boards for the Anaheim Family YMCA and the Boys & Girls Clubs of Anaheim; member of the Anaheim Chamber of Commerce; Orange County Taxpayers Association; Anaheim Historical Society; Anaheim Beautiful; and the Kiwanis Club of Greater Anaheim.
David M. Morgan - Vice Chairperson
Appointment Date: 8/26/2009 Term Expires: 6/30/2014
Mr. Morgan joined the Public Utilities Board in 2009, and has been serving the City of Anaheim for over 35 years. He retired as the City Manager of the City of Anaheim in June 2009, after having served almost 8 years as Anaheim’s top executive officer. During his time as City Manager, Mr. Morgan oversaw a variety of important initiatives, including a new citywide General Plan, the acquisition of the Grove of Anaheim, development of the Tiger Woods Learning Center and a new club house at the Anaheim Hills Golf Course. He oversaw the development of GardenWalk and the advancement of the Canyon Business Center as well as new libraries, parks, youth centers, fire stations, and service improvements.
Mr. Morgan received his bachelor’s degree in Political Science and his master’s degree in Public Administration from California State University, Fullerton. He also attended the Leadership for the 21st Century Program at Harvard University in 1998. He has been a member of the International City Managers Association since 1985, and a member of the YMCA Anaheim Board since 1997. He has previously served on the West Anaheim Medical Center Board, the California City Management Foundation, and the Anaheim Memorial Hospital Board.
Patrick D. Carroll
Appointment Date: 4/25/2006 Term Expires: 6/30/2013
Pat Carroll has been a member of the Public Utilities Board since 2006. He received his Bachelor’s degree at UC Irvine, and his Juris Doctorate at Loyola University. Beginning in 1997, Mr. Carroll served as university counsel for the California State University system, then as on-campus counsel at California State University, Fullerton (CSUF); he became Executive Assistant to the President of CSUF in 2007.
Prior to joining CSUF, Mr. Carroll served for four years as judge pro tem in the Orange County Superior Court. He was in private practice for 17 years and was a partner in the Orange County firm of Menke, Fahrney & Carroll, where he specialized in general business litigation and real estate. He is a member of the California Bar Association and the National Association of College and University Attorneys, and serves on the Acacia Adult Day Care Center Board of Directors and volunteer advisory board of the Garden Grove Girls and Boys Club. He is also actively involved as a volunteer with the CSUF Special Games - Kathleen E. Faley Memorial.
Charles T. Peltzer

Charles Peltzer has been a member of the Public Utilities Board since 2002. He is the owner of Peltzer Pines, and a third generation farmer in Anaheim. As a product of Anaheim schools and an Anaheim native, Mr. Peltzer is passionate about providing low-cost, efficient utility services to the Anaheim community.
In 1913, his grandfather had a twenty-acre site in the city, used for growing citrus trees and dairy farming. The family farmed this site until 1954, when it was sold to Walt Disney and became part of Disneyland, at which point they relocated to east Anaheim. Mr. Peltzer planted the first Peltzer Pines farm in 1963, and in 1966 sold his first Christmas trees. The farm still provides Orange County with beautiful trees, and Mr. Peltzer’s sons have continued the family tradition by opening a palm tree nursery and a pumpkin patch.
John Machiaverna

John Machiaverna joined the Public Utilities Board in 2009. Mr. Machiaverna is familiar with the City of Anaheim as both a resident and a business owner. A graduate of the Gemological Institute of America, he has owned his own thriving jewelry business in Anaheim, J Mac Jewelers, for 20 years – and he has been a resident here for over 45 years.
Mr. Machiaverna has long been active in the Anaheim community. He has been heavily involved in local business organizations, such as the Concerned Merchants for the Betterment of Anaheim Plaza (COMBAP). He has been a member of the Anaheim Boys and Girls Club since 1989, and has served as president for the past six years; he also served on the Anaheim Community Services Board for ten years, and was president of the Anaheim Museum for two years. In 2000, he was named Orange County Volunteer of the Year.
Robert W. Hernandez
Appointment Date: 1/11/2011 Term Expires: 6/30/2014
Former Anaheim City Council Member (2002-2010) - Elected to the Anaheim City Council in November 2002 after a 38-year career serving the citizens of Anaheim in the Anaheim Fire Department.
Hernandez brings an array of community service to the Council. He has served on the Anaheim Firefighters Association as treasurer and board member at large, as well as a member of the Anaheim Firefighters' Political Action Committee. He has a long history of service to the community in such organizations as the American Cancer Society, American Heart Association, Anaheim Chamber of Commerce, Western Medical Centers Foundation Board of Trustees, Latino Peace Officers Association, and many other charitable organizations. He was a founding member of the Downtown Anaheim Association and is co-founder of the Anaheim Nutcracker Holiday Festival and Tree Lighting Ceremony in downtown Anaheim.
Hernandez received an Associate of Arts Degree in Fire Science from Santa Ana College and has attended many classes in Emergency Management, specializing in logistics and is rated as a Chief of Logistics by the State of California Governors Office of Emergency Services. In 1994, after the Northridge earthquake, Hernandez had an opportunity to use his knowledge and skills serving with the Federal Emergency Management Agency (F.E.M.A.) in the Pasadena disaster field office.
Hernandez first came to Anaheim when he was appointed to firefighter in March 1963. He rose through the ranks and retired as a Fire Captain in 2001. He is a former long distance runner who has run many full and half marathons. He has two grown children who attended Anaheim public schools, one of whom still lives in the area.
Susan Faessel

Susan Warden Faessel graduated from California State University, Fullerton in 1972 with a degree in Special Education. She received her Masters Degree in Educational Technology from Azusa Pacific University in 2001. Susan retired in 2009 from her 34 year career with the Orange Unified School District.
Mrs. Faessel has remained active in the Anaheim community through her Board Memberships in the Anaheim Museum, the Anaheim Historical Society, the Mother Colony Household, the Kiwanis Club, and Advisory Board for the Orange County Symphony. She is a past President of Anaheim Beautiful. She continues her support and membership in a number of other Anaheim community organizations such as the Anaheim Ebell Club, the Chance Theater and the Anaheim MUZEO, where she and her husband Stephen are Founding Members.
In 2002, Mrs. Faessel was appointed to the Anaheim Library Board by the Anaheim City Council, serving as its Chair for six years. Concurrently she served on the Santiago Library System (SLS) Board as a representative for Anaheim. Mrs. Faessel is a past President of the State of California Association of Library Board Trustees and Commissioners (CALTAC). During that time, Mrs. Faessel was involved in the planning and execution of a number of Anaheim Library capital projects, including the remodel of the Central Library, the opening of a new East Anaheim Branch Library-Community Center and the rebuilding of the Haskett Branch and the remodel of Euclid Library Branch in West Anaheim. Susan worked to establish relationships between various Anaheim City Departments that resulted in enhanced Library facilities and operations, such as the final funding component of Anaheim’s second Bookmobile. Mrs. Faessel has supported diverse facilities and services for the Anaheim community such as her participation on the Anaheim Redevelopment Downtown Design Task Force and her involvement in the planning of Anaheim’s Founder’s Park
Beginning in 2009, Mrs. Faessel served for two years as a member of Anaheim’s Community Services Board that studies and recommends to the City Council, Federal Community Development Block Grant (CDBG) funding for various Anaheim not for profit social service programs. In July 2011, Mrs. Faessel was appointed to the Anaheim Public Utilities Board.
