The following excerpt, from the Anaheim Municipal Code, explains the proper method to use when disposing of waste from household pets:

Animal waste, except that generated from farms or stables, shall first be placed in moisture-resistant bags, securely sealed to prevent leakage, odor, and fly and rodent infestation, before being placed in solid waste containers.
