PERMIT REQUIRED
A Transportation Permit shall be obtained from the City of Anaheim to operate or move a vehicle or combination of vehicles or special mobile equipment or a size or weight of vehicle or load exceeding the maximums specified in the California Vehicle Code (C.V.C.) This permit is valid only for the movement on the assigned City highways and Interstate/State Route crossings under the jurisdiction of the City of Anaheim. County and/or State permits, where appropriate, must be secured for travel on roads and streets under their respective jurisdictions unless otherwise specified on this permit. Except as specifically provide herein, the requirements of the C.V.C., including vehicle registration requirements, signing (C.V.C. 27900) and other applicable laws, must be complied with in all particulars. (A.M.C. Chapter 14.52 and C.V.C. Division 15, Chapter 5, Article 6).

VIOLATION - REVOCATION
Any person, firm, association or corporation moving or operating upon any highway in the City of Anaheim any vehicle, combination of vehicles, mobile equipment or load contrary to any term or condition of a permit issued shall be guilty of a misdemeanor, and such permit shall be automatically revoked and canceled.

DEVIATION FROM ROUTE FOR LOADING AND UNLOADING
Nothing contained in this permit shall be deemed to prohibit the operator of any truck traversing any of the designated truck routes for the purpose of loading and unloading said truck off of said route; provided that such deviation for the purpose of loading and unloading shall be over a route which keeps the distance traveled off of the truck route at a minimum.

POSSESSION OF PERMIT
The original permit shall be carried in the vehicle to which it refers at all times while the vehicle is being moved within the highway limits, and shall be open to inspection by any California Vehicle Safety Alliance Officer, authorized agent of the City of Anaheim, or any officer or employee charged with the care and protection of such highways (C.V.C. 35783).

PERMIT CONDITIONS

1. VOID PERMIT

This permit is null and void and hereby declared non-existent if:

a. an annual permit is not in its original form. No reproduced copies of annual permits are allowed. Single load permits may be copied.

b. any portion, part, or section is illegible.

c. it is not signed by an authorized representative of the City of Anaheim.

d. used to represent proper authority for carrying a load and/or moving a vehicle which is specifically described on the face of the permit, or by any company, crew, or equipment not specifically named.

e. presented without the attachments firmly affixed that are, specifically, named and required upon the face of the permit.

f. used to represent proper authority for carrying a load or moving a vehicle before and/or after the times and dates authorized.

2. PERMITEE AGREEMENT

The use of this permit is prima facie evidence that the driver has checked the load and/or vehicle and knows it to be within the limits as set forth herein and has verified the routing accuracy. The vehicle and/or load authorized under this permit is subject to inspection by representatives of the City of Anaheim and costs of such inspection shall be borne by the permitee.

3. REPAIR OF DAMAGE

The permittee shall repair at his own expense and to the satisfaction of the Director of Public Works, City of Anaheim, any damage to highway appurtenances. Notwithstanding, work or repair may be done by the City of Anaheim Department of Maintenance forces, or its assigns, at the option of the Director of Public Works, the cost to be borne by the permittee. In the event of damage to City highway facilities such as bridges, traffic signals, light standards and other appurtenances, a written report must be filed the with the Department and arrangement made for the repair of such damage within 72 hours after such damage has occurred.

Failure to make this report and damage repair arrangements will be considered cause for cancellation of all permit privileges pending a satisfactory arrangement with the City of Anaheim for repair or replacement of the damaged facility.

4. LIABILITIES

Permittee agrees to indemnify, defend (at the City of Anaheim’s option) and hold harmless the City of Anaheim, its officers, agents, employees, representatives, and volunteers from and against any and all claims, demands, defense costs, actions, liability, or consequential damages of any kind or nature arising out of or in connection with any act or omission of either the Permittee (or Permittee’s employees, if any) of the City of Anaheim arising from the issuance of this permit except those which arise out of the sole negligence of the City of Anaheim.

5. OVERHEAD CLEARANCE

When height of load exceeds legal limit, it becomes the responsibility of the permittee to check all underpasses, bridges, overhead wires or other structures for impaired vertical clearance and to bypass or arrange clearance at such locations.

6. REDUCIBLE LOADS

This permit is issued for the movement of an "EXTRALEGAL LOAD" as defined in C.V.C. 320.5 when loaded at its least dimensions. Reducible Loads may be hauled provided they do not exceed the dimensions of the vehicle or permitted item and the loaded vehicle is of legal axle and gross weights. Overweight permits shall not be issued for items transported on a conventional flat deck trailer unless the deck is needed to support a long fragile load or a load that would cause unbalanced axle group weights.

7. TIRE CAPACITY

Permitted axle or axle group weights shall not exceed the rated capacity of vehicle tires.

8. BOOSTER TYPE AXLES

A booster axle is an axle, generally, having an air hydraulic cylinder suspension system that can be actuated independently to assume a portion of the weight that would otherwise be carried by adjacent axles. Booster axles and add-on or "Joe Dog" axles shall not be used in the movement of overweight loads.

9. TRAVEL WAY

Where practical, the vehicle shall be kept in the far right lane of the highway and shall not encroach on highway shoulders except where necessary to allow trailing traffic to pass.

10. MOVEMENT DURING DARKNESS

Movement is prohibited from one-half hour after sunset to one-half hour before sunrise or when visibility is less than 1,000 feet.

11. HOLIDAY MOVEMENT

Unless authorized on the face of this permit, movement is prohibited on the following holidays (or any of these holidays falling on a weekend and celebrated on a weekday):

NEW YEAR’S DAY
LABOR DAY
MEMORIAL DAY
THANKSGIVING DAY
INDEPENDENCE DAY
CHRISTMAS DAY

When one of the above listed holidays falls on Monday or Friday, permit movements will not be allowed on the holiday nor the immediately preceding or following weekend, unless authorized on the face of the permit. Restriction on the time of move may be imposed on certain highways where, due to a holiday, a substantial increase in traffic volume is recorded. Alternate routes should be used where available.

12. MOVING IN INCLEMENT WEATHER

Movement shall not occur in fog, rain or wind when visibility is restricted to less than 1,000 feet. Movement is prohibited when road surfaces are hazardous to rain. No moving shall be done when the velocity of the wind is such that it causes the vehicle being towed to whip or swerve from side-to-side or fail to flow substantially in the path of the towing vehicle.

13. MOVEMENT IN CONVOY

Movement in convoy shall not be permitted unless specified on the face of the permit.

14. LOAD SIGNS

All loads or vehicles being moved on City highways which exceed 8 feet 6 inches in width, 80 feet in length or more than 10 feet of overhang shall display appropriate warning signs.

Signs shall be posted on front and rear and shall read "LONG LOAD" or "OVERSIZE". The "LONG LOAD" signs shall be used whenever overall length exceeds 100 feet. The "OVERSIZE" sign shall be used for shorter lengths and other oversize features. The more definitive signs reading "WIDE LOAD", "LONG LOAD", "OVERSIZE LOAD", EXCESSIVE FRONT OVERHANG", or "EXCESSIVE REAR OVERHANG", may be substituted for the "OVERSIZE" sign when appropriate. The "LONG LOAD" sign shall have preference when length exceeds 100 feet and other oversize features exist. The lettering shall be a 10-inch minimum height and a 1 5/8 inch minimum brush stroke, and a minimum 1 inch margin all around. All signs shall be black letters on a yellow background, mounted at least 18 inches above the road surface front and rear. Signs shall be neat, clean, legible, mounted securely, and visible from straight ahead or behind and 45 degrees either side thereof.

Identification Placard

Pilot car requirements:

One (1) Pilot Car:

a. Vehicles between 75 to 100 feet in length;

b. combination of truck tractor and two semi trailers coupled together with total length of 85 feet;

c. over 12 to 14.5 feet in width and/or a multi-vehicle combination of truck tractor and two (2) semi-trailers coupled together, with articulated rear steering on rear semi not to exceed 110 feet;

Two (2) Pilot Cars:

a. vehicles exceeding 14.5 feet in width;

b. greater than 100 feet in length;

c. articulated rear steering on rear semi not to exceed 110 feet.

16. PILOT CAR LOCATION AND RESPONSIBILITY

A pilot car SHALL:

a. Precede the load on two or three-lane conventional roads and follow on four or more lane conventional highways and divided highways. When two pilot cars are required, one shall precede and one shall follow;

b. Remain right of the centerline of the roadway at all times except when prevented by the physical limitations of the highway. The use of the pilot car does not grant to the permittee the right to pre-empt the opposing traffic lane. When it becomes necessary because of physical limitations of the highway to use a portion of the opposing traffic lane, the permit move shall not occupy that lane until it has been advised by the pilot car that the lane is clear of all on-coming traffic. Opposing traffic is not to be stopped, except in extreme emergencies. It shall be the responsibility of the permit move to stop safely and wait until the opposing lane is free of traffic before proceeding;

c. Maintain proper interval between load and the pilot car to allow passing by other traffic;

d. Accompany the permitted load over all operational California Highway Patrol/Anaheim Police Department facilities.

A pilot car SHALL NOT:

e.Pre-empt opposing traffic;

f. Tow another vehicle while being used as a pilot car;

g. Display the "STOP/SLOW" sign paddle out of window of a moving vehicle;

h. Stop opposing traffic except in extreme emergencies;

i. Convoy more than one load at the same time;

When necessary to post a flagger in order to warn and direct traffic, the flagging shall be done in accordance with Title 8, Sections 1598 and 1599 of the California Division of Occupational Safety and Health Construction Safety Orders and Caltrans Manual of Traffic Controls. Flaggers shall not be less than 18 years of age.

Pilot Car Permit

17. MANUFACTURED HOUSING AXLE WEIGHT

Axle weights moving "Manufactured Housing" (C.V.C. 387) shall not exceed 6,000 lbs. per axle.

18. MANUFACTURED HOUSING - TOW VEHICLES

Tractor units towing manufactured housing as defined in C.V.C. 387 that exceed legal width with an unladen weight as defined in C.V.C. 660 of not less than 6,500 lbs. Tractor units towing manufactured housing exceeding 12 feet in width with an unladen weight as defined in C.V.C. 660 of not less than 9,500 lbs. shall be equipped as required above.

19. OPEN SIDE COVERING

Open sided units shall be covered by plywood, hard board or other rigid material. In lieu of rigid material, suitable plastics, or other flexible material may be used. Billowing or flapping of plastic or flexible side covering in excess of 6 inches in any one place will not be permitted. Units open on both sides, such as used for temporary schools, warehouses, offices, etc., may be moved empty with no side covering.

20. SCALES AND INSPECTION FACILITIES

Every driver of an extra legal vehicle when operating on a City highway shall be subject to C.V.C. 2813 and stop at all operational scales and inspection facilities.

21. TOW CARS

Disabled legal vehicles or legal combination of vehicles may be towed on City highways to the nearest appropriate place of repair, or to the nearest secure storage area that is appropriate for the vehicle or load, whichever is closest and most accessible. It is not the intent of this permit to allow for these vehicles to be towed to their ultimate destination for convenience, unless that destination meets the above criteria.

Disabled legal vehicles or combination of vehicles, when connected to a tow car may exceed legal gross weight. When one end of a truck or truck tractor or legal weight is elevated by a tow car, the drive axle or axles of the disabled vehicle may exceed legal axle or axle group weight limitations. If any axle or axle group exceeds legal weight, movement is limited to the approved City truck routes or a route approved by the City Traffic and Transportation Manager or designate.

22. TOWING PERMIT LEADS AND/OR VEHICLES

Disabled vehicles or combination of vehicles whose movement is authorized by a transportation permit or any disabled vehicle or combination of vehicles which because of damage has incurred distortion in width or height therefby causing an excess in legal dimensions may only be moved at the direction of a peace officer or single trip permit issued by the City of Anaheim.

23. TRANSPORTER RESPONSIBILITY

Transporters are responsible for load dimensions and weights shown on permit

ATTACHMENT A

PILOT CARS

The following are new laws which became effective January 1, 1989 and are now in the California Vehicle Code:

25270.

Any pilot car required by the permit referred to in Section 35780 or 35790, or any vehicle or combination of vehicles subject to [ ] the permit if specified in the permit, [ ] shall be equipped with flashing amber warning lights to the front, sides or rear [ ]. The pilot car and any vehicles required by the permit to have flashing amber warning lights, shall display the flashing amber warning lights while actually engaged in the movement described in the permit. The warning lamps shall be removed or covered with opaque material whenever the pilot car is not escorting the movement described in the permit.

27904.

There shall be displayed in a conspicuous place on both the right and left sides of a pilot car a sign showing the name of the company [ ] which owns or operates the pilot car. The name shall [ ] contrast [ ] with the background [ ] and shall be of a size, shape and color as to be readily legible during daylight hours from a distance of 50 feet. Additional markings which do not interfere with the legibility of the name may also be displayed.

27904.5

Subject to Section 35783.5, a pilot car shall display neat, clean, and legible signs containing the word OVERSIZE. The words OVERSIZE LOAD, WIDE LOAD, or LONG LOAD may be substituted as applicable. The sign shall be a minimum of 48 inches above the ground and shall be legible at 45 degrees from either side when read from the front or rear. The sign shall have a bright yellow background with a minimum projected area of 440 square inches. The lettering shall be black with a 1-inch minimum brush stroke width and a 6-inch minimum letter height.

28100.

A pilot car shall display at least one red warning flag on each side of the vehicle. The flags shall be a minimum of 16 inches square, and shall be mounted as to be visible from both the front and rear of the vehicle. The flags shall be removed or covered when the vehicle is not operating as a pilot car.

28101.

In addition to the lighting, sign and flag requirements in Sections 25270, 27904, 27904.5 and 28100, a pilot car shall meet all of the following requirements:

(a) Be a vehicle not less than 60 inches in width.
(b) Be equipped with all the following :

(1) One STOP/SLOW paddle.
(2) One orange vest, shirt or jacket.
(3) One red hand flag (24 inches square).
(4) One two-way radio communication device.

28102.

Pilot cars are equipped with vertical clearance measuring devices shall comply with Section 35252.

28103.

It is unlawful and an infraction for any person to violate any provision of this article or to fail to have any required equipment in good working order.

35252.	(a) A pilot car may operate a vertical clearance measuring device with a height in excess of 14 feet when escorting a permitted overheight load. The pilot car may also operate the vertical clearance measuring device when surveying a route for a permitted overheight load.
	(b) Any vertical measuring device used by a pilot car shall be designed and operated so as to avoid any damages to overhead structures. The measuring device shall be securely affixed to the pilot car, and shall be operated in a manner that does not create a hazard to surrounding traffic.
	(c) The operator of the pilot car shall not reduce the vehicle’s speed more than 20 miles per hour below the posted speed limit on the roadway to measure overhead clearance, nor exit the vehicle to measure the clearance of overhead structures from a vantage point on or above the roadway.

35784.	(e) A violation of equipment requirement contained in Division 18 (commencing with Section 24000.) by any person operating a pilot car shall not be considered a violation of any terms or conditions of a special permit under subdivision (a).
	(f) (1) Any person convicted of a violation of the terms and conditions of a special permit shall be punished by a fine not exceeding five hundred dollars ($500) or by imprisonment in the county jail for a period not exceeding six months, or by both fine and imprisonment.
