Bringing Undergrounding to your home

The Home Undergrounding (HUG) Program is designed to help homeowners who wish to underground the service wires that provide electricity from a rear-property pole line to their electric panel. While this program does not include undergrounding of  the rear property line poles, it does help customers   A remodel or installation of a swimming pool presents an opportune time to have your contractor install conduits required for undergrounding their service wires. 


How much is the incentive amount?

The incentive provides a direct benefit from the Underground Conversion Program, in which up to half of the homeowner’s long-term (20 year) contribution toward the program is given back in the form of an incentive to pay for conduits and trenching. The balance contributes to fund major thoroughfares. As an example, a customer who pays about $100 per month (for the electric portion of the bill) will contribute $4 to the Underground Conversion Program. $4 multiplied by 12 months equals $48 per year, or $960 over a 20 year period. The customer would therefore be eligible for a total incentive amount of 50% or $480 to help reduce the cost of installing the underground conduits and associated trenching. The exact incentive amount for each customer will be calculated based on billings for the past 12 months of electrical use.


After the customer installs the conduits, the City will be responsible for installing the electrical wires and associated materials from the utility pole to the electric meter panel. The program is limited to a maximum amount of $10,000 inclusive of the utility’s costs and the incentive per residence. Program approval is subject to available funds.


How does it work?

  1. Customers who wish to underground their service wires may file an application for a financial incentive. Fill out and mail it to: 201 S. Anaheim Blvd. Suite 701, Attn: Home Undergrounding Program, Anaheim, CA 92805.
  2. Customers are encouraged to also contact their telephone and cable TV provider to discuss undergrounding these wires at the same time. The City is not responsible for the costs for undergrounding telephone or cable TV wires.
  3. A representative will contact you to discuss your project in detail, and provide you with a design identifying the technical requirements for proper installation. You will be asked for a site plan or layout depicting the property and, if applicable, plans for any proposed improvements. Upon receiving the design plan, customers will have 90 days in which to construct their project.
  4. Upon completion of the conduit installation, and prior to backfilling the trench, contact Anaheim Public Utilities at (714) 765-6843 to request an inspection.
  5. Upon completion of conduit installation, contact your representative to have the electrical installation scheduled. Scheduling may take 2-4 weeks, depending on the current backlog.
Upon completion of the electrical work, your incentive check will be mailed out in approximately 4 weeks.
