Chief John Welter


Chief Welter took command of the Anaheim Police Department on March 22, 2004. A native of San Diego, the Chief currently lives in Anaheim.  He has over 36 years experience in policing.  During his career with the San Diego Police Department, he rose through the ranks serving in various assignments including the Motorcycle Squad, SWAT, Robbery, Child Abuse, and the Homicide Investigations Unit.  His executive assignments included Internal Affairs, Strategic Planning, Information Technology and the Police Intelligence Unit.  Chief Welter retired as the Executive Assistant Chief in 2004 and was recruited and appointed to the position of Chief of the Anaheim Police Department in March 2004. 

During his police career, Chief Welter served as a Captain and Assistant Chief with responsibility for restructuring the Police Department to enhance community policing and problem solving.  He consulted and trained others in modern policing operations throughout the State of California.  In this capacity, he worked with communities, government agencies, and non-profit groups to help them identify their roles and responsibilities in Problem Oriented Policing strategies. 

Chief Welter holds an Associate and a Bachelor’s Degree in Criminal Justice.  He is a 1996 graduate of the FBI’s National Academy in Quantico, Virginia.  In 1997, the FBI sent Chief Welter to Moscow and St. Petersburg, Russia to conduct Police Management and Leadership training to Russian Police command personnel.   Between 2000 and 2006, he worked as a consultant and trainer with police officials in a number of European Countries including Hungary, Ukraine, Sweden, Northern Ireland, the United Kingdom, Colombia and Romania.  Chief Welter also consults and trains police officials throughout the Untied States.  He is a California credentialed college instructor. 

Chief Welter serves on a number of Anaheim community boards including: Kiwanis, Anaheim Police Advisory Board, Anaheim Police Activities League Board, Police Chiefs Advisory Board, YMCA Executive Board, City of Anaheim Social Services Task Force, and Anaheim Family Justice Center Board of Trustees.  He is married to wife Terri and has two grown children and two grandchildren.  He enjoys surfing, motorcycle riding, running and rebuilding old cars.
