Housing Opportunities Sites Rezoning Project

Background: In 2004, the Anaheim City Council adopted a comprehensive update of the City’s General Plan and certified Environmental Impact Report (EIR) No. 330 as the environmental documentation for this project. The General Plan is a document that represents the City’s view of its future and is a blueprint for a city’s growth and development. The City Council and the Planning Commission use the General Plan to help guide their land use decisions.

In 2009, the Anaheim City Council approved the 2006-2014 General Plan Housing Element. This document is one of the seven State-required components of the General Plan. This document assesses the housing needs for the City of Anaheim and plans for the provision of housing for a variety of income levels. The Housing Element includes a Policy Program that identifies specific strategies to meet these housing needs

Proposed Project: Housing Opportunities Sites Rezoning Project is proposed to implement the Housing Element’s Housing Production Strategy 1V to rezone properties identified as Housing Opportunities Sites to facilitate “by-right” residential development at these locations. Click here to view the rezoning sites. In addition, the City proposes to update the General Plan’s Land Use Build-Out Estimates and facilitate streamlined environmental review per the Statutory Infill Housing Exemption and SB 226 (Simitian, 2011)

The City of Anaheim, as lead agency for the project, is responsible for preparing environmental documentation in accordance with the California Environmental Quality Act (CEQA), to determine if approval of the proposed rezonings and subsequent development could have a significant impact on the environment. Since the proposed zone changes are consistent with the City’s adopted General Plan, the City has determined that a supplement to EIR No. 330, Draft Supplemental Environmental Impact Report (DSEIR) No. 346, would be the appropriate environmental review for the proposed project.

DSEIR No. 346 Public Review: On July 15, 2013, DSEIR No. 346 (State Clearinghouse No. 2003041105), prepared for the Housing Opportunities Sites Rezoning Project, in compliance with the California Environmental Quality Act (CEQA) and the State and City of Anaheim CEQA Guidelines, was released for a 45-day public review period. DSEIR No. 346 is available for public review and for purchase at the City of Anaheim Planning Department, 200 S. Anaheim Boulevard, Anaheim, CA 92805 and for viewing on this website via the link below and at the Anaheim Central Library located at 500 W. Broadway, Anaheim.

Final SEIR/Response to Comments: During the DSEIR public review period, the City received comments from nine agencies and interested parties. These comments and associated responses are documented in the Final SEIR, which was released to the public on September 13, 2013.

Planning Commission Public Hearing and City Council Meeting: The Anaheim City Planning Commission held a public hearing in the Anaheim City Council Chamber on September 9, 2013, and unanimously recommended City Council certification of SEIR No. 346 and approval of the City of Anaheim Housing Opportunities Sites Rezoning Project. The City Council will review the EIR and the proposed project at its meeting on September 24, 2013, at 5 pm in the City Council Chamber, 200 S Anaheim Blvd.
