Housing Opportunities Sites Rezoning Project

Background: In 2004, the Anaheim City Council adopted a comprehensive update of the City’s General Plan and certified Environmental Impact Report (EIR) No. 330 as the environmental documentation for this project. The General Plan is a document that represents the City’s view of its future and is a blueprint for a city’s growth and development. The City Council and the Planning Commission use the General Plan to help guide their land use decisions.

In 2009, the Anaheim City Council approved the 2006-2014 General Plan Housing Element. This document is one of the seven State-required components of the General Plan.  This document assesses the housing needs for the City of Anaheim and plans for the provision of housing for a variety of income levels. The Housing Element includes a Policy Program that identifies specific strategies to meet these housing needs.

Proposed Project: Housing Opportunities Sites Rezoning Project is proposed to implement the Housing Element’s Housing Production Strategy 1V to rezone properties identified as Housing Opportunities Sites to facilitate “by-right” residential development at these locations.  In addition, the City proposes to update of the General Plan’s Land Use Build-Out Estimates and facilitate streamlined environmental review per the Statutory Infill Housing Exemption and SB 226 (Simitian, 2011).

The City of Anaheim, as lead agency for the project, is responsible for preparing environmental documentation in accordance with the California Environmental Quality Act (CEQA), to determine if approval of the proposed rezonings and subsequent development could have a significant impact on the environment. Since the proposed zone changes are consistent with the City’s adopted General Plan, the City has determined that a supplement to EIR No. 330 would be the appropriate environmental review for the proposed project. Preparation of the Draft Supplemental Environmental Impact Report (DSEIR No. 340) will utilize EIR No. 330 in its analysis.   

An Initial Study has been prepared by the City of Anaheim for the purpose of defining the scope and content of the DSEIR No. 340.  The Initial Study is available for a 30-day public review at the Anaheim Planning Department (200 S. Anaheim Boulevard) or on the Planning Department’s website (www.anaheim.net/planning, click on the link to “Planning and Zoning” followed by the link to “Current Environmental Documents”).  The Anaheim General Plan and supporting materials may be viewed on the City’s website at www.anaheim.net/generalplan.

Scoping Meeting: The City held a public scoping meeting at 5:30 P.M. on Wednesday, November 7, 2012 in the Council Chamber, City Hall East, 200 South Anaheim Boulevard, Anaheim, California to provide members of the public with an opportunity to learn about the project, ask questions and provide comments about the scope and content of the information to be addressed in the DSEIR.
