City of Anaheim Briefing Book
The City of Anaheim is the tenth largest city in the state of California. As the home of The Disneyland Resort, the Anaheim Convention Center, Angel Stadium of Anaheim, the Honda Center, USA Volleyball Men’s and Women’s teams, Angels Baseball, the Anaheim Ducks, and The Grove of Anaheim, the city enjoys national and international prominence as well. Anaheim is a very diverse city with respect to population, geography, and business and housing opportunities. We value our historic neighborhoods while accommodating modern trends and development like transit, mixed use development, and alternative energy sources. The range of issues addressed by policy makers in Anaheim can be overwhelming. Councilmembers oversee the typical municipal services provided in most communities, as well as police and fire departments; a convention center; and a public utility providing power and water throughout the City. Labor contracts must be negotiated with nine different labor organizations, in addition to management and unrepresented employees. Governing in Anaheim can be challenging, complicated, exciting, and very rewarding.
This Briefing Book has been compiled to summarize the initiatives, projects, fiscal position and background information decision makers may find useful. We welcome your feedback and questions on any of this information, and stand ready to answer any questions you might have.

City Governance Structure
The City operates under a charter with a Council- Manager form of government. The four elected Council Members serve four-year terms in alternate slates every two years. The Mayor is elected at-large to a four-year term and with one vote, presides over the City Council meetings. The City Council appoints the City Attorney, City Clerk, City Treasurer, and City Manager. The City Manager directs the administrative and operational functions of the City through his appointed department heads.

Anaheim Organizational Chart
Tom Wood was appointed City Manager in September, 2009. He has tapped existing city department directors to serve in his office on an interim basis in light of the city's fiscal situation. These department heads continue to run their departments in addition to working in the City Manager's Office. Marcie Edwards, General Manager of the Public Utilities Department, is also Assistant City Manager. She is the City's Chief Operating Officer. Sheri Vander Dussen, Planning Director, currently serves as Acting Deputy City Manager. In addition, Kristine Ridge, Human Resources Director, is filling two roles by serving as Acting Finance Director.
The City is organized into 13 Departments. The City Manager, City Attorney, City Clerk and City Treasurer are appointed by, and serve at the pleasure of, the City Council. The remaining department heads receive direction and general guidance from the City Manager or the Assistant City Manager.

City Budget
The adopted budget balances the use of reductions, one-time revenues, and reserves to ensure the City remains fiscally sound while continuing to provide quality services to its citizens and visitors. This adopted budget does not consider potential budgetary action(s) by the State that may impact local governments, requiring further policy guidance from the Council.
During the past year the economy has faced significant challenges, and it is likely these struggles will continue into FY 2009/10. As updated information has become available, we have kept you informed and worked together to establish the priorities for the City and implement the steps necessary to remain fiscally sound.

J.D. Power & Associates Survey
The Mayor, in his 2008 State of the City Address, launched the first J.D. Power and Associates Customer Satisfaction survey. This initiative allowed Anaheim to take advantage of JD Power's unique approach to cities and their expertise in driving customer satisfaction. JD Power's ability to identify specific areas wherein improvements will drive greater Anaheim's customer satisfaction has encouraged City Departments in the development of a variety of great programs. The understanding that resulted from this survey has inspired improvements and restructured many of the ways in which the City interacts with customers on a daily basis.

Fire Stations
| Downtown Station 1 was opened in 1963 and houses Paramedic Engine 1, Engine 21 and Truck 1. It is located in the downtown section of Anaheim at 500 E. Broadway St. and serves a "first-in" area which includes the Civic Center and a mixture of residential, light commercial, and heavy industrial occupancies. |

Parks
Parks play a very important part in the overall quality of life for Anaheim residents and visitors. The Parks Division of the Community Services Department is responsible for the maintenance and upkeep of the more than 600 acres that make up the 44 parks within Anaheim.
