The Fire Prevention Bureau The Fire Prevention Bureau operates under the direction of the Fire Marshal and consists of two principle sections: Life Safety , and, Environmental Protection . The mission of the Fire Prevention Bureau is “To provide and maintain a safe environment for the citizens and businesses in Anaheim through a professional balance of education, engineering and enforcement; and by visualizing problems through the eyes of those we serve.”
The Life Safety Section consists of one Deputy Fire Marshal, one Fire Safety Specialist, five Fire Inspectors, and two support staff.
Life Safety Section of the Fire Prevention Bureau provides a number of services to the community. These services include fire safety inspections; fire code permits; fire and building code plan reviews for new construction inspection services and fire protection systems. The Section also coordinates the Knox-box program, private hydrant-testing program and responds to citizen complaints. This section also regulates trade shows; Carnivals, Fairs and Outdoor Assemblies; and permits for pyrotechnic displays; Tents, Canopies and Temporary Membrane Structures, and other types of one-time use permits required by the Fire Code. Other activities include providing advanced planning reviews and consultations for major projects and establishing mitigation measures for environmental impact reports. This section also coordinates the Weed Abatement program for the city, and Brush Clearance inspections, and reviews fuel modification plans for the wildland urban interface area of the city designated as the Special Protection Area. The Environmental Protection Section also responds to public records requests of all documents related to the fire department inspection activities that are public record. For the current adopted fee schedule for the Life Safety Section click here For a complete list of all Fire Prevention Bureau Specifications and Requirements click here Fire Safety Inspection Services Fire safety inspections are conducted by Fire Inspectors of the Fire Prevention Bureau and by Firefighters. The Fire Inspectors inspect large facilities, board and care homes, hospitals, high-rise buildings and schools. These inspections are conducted annually. The Firefighters inspect a wide variety of businesses annually and most small businesses every three years. The Life Safety Section coordinates all fire safety inspections throughout the city. Fire and Building Code Plan Review Plan review services are provided for the review and approval of all types of fire protection systems, high-piled storage, fuel modification plans and certain types of architectural plans for new construction. Plans must be approved, and a permit issued, prior to installation and/or construction. A Fire Department representative is available at 1:30 daily in the Anaheim Permit Assistance Center to answer questions and conduct over-the counter plan reviews for certain small building permit submittals. All other submittals for building permits are submitted directly to the Building Division and are automatically routed to the Fire Department for review. All fire protection systems submittals are submitted directly to the Fire Department. The Fire Department strives to maintain a two-week turnaround on plans submitted for review. New Construction Inspection Services There are two categories of new construction inspections conducted by the Life Safety Section, building permit inspections and fire protection systems permit inspections. The Life Safety Section conducts final inspections for all building permits that have been reviewed and approved by the Fire Department. A Fire Department final inspection is required before a Certificate of Occupancy or a Temporary Certificate of Occupancy can be issued by the Building Division. Final Fire inspections are conducted after all fire protection systems have been tested and accepted by the Fire Department. Final Fire inspections can be arranged by calling (714) 765-4040. A Certificate of Occupancy will be authorized by the Fire Department only after all life safety requirements have been satisfied. The following types of fire protection systems inspections are conducted by the Fire Department: UNDERGROUND FIRELINES: Rough/hydrostatic and flush test Inspections should be arranged 48 hours in advance by calling (714) 765-4040 The KNOX-BOX® rapid entry system is a secure emergency access program developed for property owners and fire departments. When a fire breaks out or there is a medical emergency, Knox products allow immediate entry into buildings and property without forced entry damage or delay. Property owners store entrance keys, access cards and floor plans in high-security Knox-Boxes mounted near building entrances. Each Knox-Box purchased by a property owner is keyed to a single master key controlled by the fire department. In addition to key boxes and vaults, Knox padlocks and key switches operate with the same master key. There are so many gated communities today that fire and police departments are delayed when responding to emergency calls. Increased property damage and even total loss is a threat when property is not accessible. The Knox Rapid Entry System was developed to save property and lives. The Life Safety Section is responsible for coordinating all installations of Knox products. Private Hydrant Testing Program To assure proper functioning of privately owned fire hydrants, the Anaheim Fire Department has the private hydrant-testing program. The owners of any premises on which private hydrants are installed, shall have the hydrants tested by a company that has demonstrated competency in this field to the Anaheim Fire Department. The hydrants shall be tested every two years or immediately after relocation or repair. After the hydrants have been tested, a report is completed by the testing company and filed with the Anaheim Fire Department. Reporting Fire Code Violations The Life Safety Section will investigate all complaints regarding fire code violations. Complaints may remain anonymous; if a name and telephone number is provided, the fire department will report the results of the investigation to the caller. Complaints should be submitted to (714) 765-4040. The Life Safety Section reviews trade show floor plans, conducts inspections, and issues Exhibitor Permit Application for shows at the Convention Center, the Honda Center, and hotels in Anaheim. The trade show decorator usually submits floor plans, and the trade show fire inspector reviews the plans. A Decorator Permit Application is completed by the decorator and submitted along with the plans to the Fire Prevention Bureau. Inspections are conducted prior to the opening of a show and during the show. MAINTAIN A 10' CLEARANCE FROM TREES TO ALL CHIMNEY OUTLETS PROPERTY MUST BE MAINTAINED IN A FIRE-SAFE CONDITION THROUGHOUT THE YEAR The fire department is currently conducting fire safety inspections in the wildland/urban interface area of the city. These inspections, in accordance with requirements of the California Fire Code are conducted to help prevent a potentially devastating wildland fire in your community. All residents are urged to protect their family and property by following the Hazard Reduction Guidelines listed below. HAZARD REDUCTION SAFETY CHECKLIST Clear branches and tree limbs a minimum of 10' from all chimneys. FOR YOUR SAFETY, THE ANAHEIM FIRE DEPARTMENT WILL BE CONDUCTING HAZARD REDUCTION INSPECTIONS IN THE WILDLAND/URBAN INTERFACE AREA. THE FIRE DEPARTMENT ENCOURAGES YOU TO BEGIN PROTECTING YOUR COMMUNITY BY FOLLOWING THE ABOVE GUIDELINES. The Environmental Protection Section is responsible for providing copies of fire department records, excluding paramedic reports, to the public. A nominal fee is charged. The records available for review include underground storage tank records, fire inspection records, chemical disclosure information and fire investigation information.
