Grading is carefully regulated by the City to protect both current and future property owners, and their neighbors. Grading can impact the slope stability, drainage, and flood protection of properties. Link to these documents to obtain information on the procedures and design criteria for grading on your property.

The fee schedule lists the applicable service fees, development impact fees and permit fees.
Real Property
If your project requires the dedication of right of way or easements, Real Property staff will work with your engineer to prepare the required deed(s). Requests for the abandonment of existing public right of way or easements may also be processed through the Real Property staff.
The placement of private facilities within a public right of way or easement requires approval of an Encroachment License. The Real Property staff processes requests for Encroachment Licenses.
Right of Way Construction Permits
Work within a public right of way (street, alley and/or easement) requires an approved plan and Right of Way Construction permit. Link to the following procedures and design criteria for the construction of street, storm drain, sewer, landscaping improvements. Plans for the construction of other facilities within the public right of way, shall be submitted directly to the Public Works Development Services counter.

Traffic and Transportation Engineering
Transportation Permits
Trucks should utilize the established Truck Routes throughout the City. A Transportation Permit is required to operate vehicles exceeding the size or weight limits, established by Caltrans, on City streets. Permits are available at the Public Works Subdivision Services Counter.
Water Quality Management Plans
Water Quality Management Plans are required for most new developments and property redevelopment that affects 5,000 sf or more of surface area. Link to these documents for information on the procedures and design criteria for approval of your Water Quality Management Plan.
