The Administrative Division operates under the direction of the Administration Division Chief and consists of 7 sections: Administration, Community Relations, Emergency Disaster Preparedness, the Used Oil Block Grant Program, Support Services, Life Safety Section and Environmental Protection Section

The Administration Section provides administrative support to the Fire Chief; prepares and coordinates the department budget; acts as the liaison with Human Resources for recruitments, promotions and performance appraisals; oversees the department's mapping section, and manages data management systems and payroll functions; and reviews, prepares and presents staff reports to the department, city staff and City Council members. This section employs an Administrative Captain, Administrative Analyst, an Administrative Assistant, and a Senior Clerk.

Community Relations Section provides a number of prevention programs designed to educate the community on a number of issues related to public safety. These programs are available in various formats and designed to meet the changing needs of the community. Programs include:

  • Home Fire Safety
  • Smoke Detectors
  • Fire and Injury Prevention for Older Adults
  • Drowning Prevention
  • Risk Watch
  • Learn-Not-To Burn
  • Juvenile Fire-setter
  • Used Oil Recycling Program
  • Office of Traffic Safety

In addition, this section provides training to city employees in the area of Cardio-Pulmonary Resuscitation (CPR) through our “Heart Smart” program and training on the use of the Automatic External Defibrillator (AED).  Along with program presentation, this section coordinates and actively participates in community events such as health and safety fairs, parades, school programs and other city sponsored events. Another integral function of this section is to disseminate information to the media during emergency incidents.

Used Oil Block Grant Program

The Used Oil Recycling Program develops and promotes alternatives to the illegal disposal of used motor oil.  The City of Anaheim has 30 certified used oil collection centers that will accept used motor oil from the public free of charge. In addition to providing the public with convenient collection centers, the used oil program coordinates and actively participates in community, school and city sponsored events.  

Major goals of the program include the following:

  • Provide the public with convenient collection locations for used oil
  • Increase used oil filter recycling
  • Increase the demand for re-refined oil
  • Develop methods to motivate the public to recycle their used oil and filters
  • Promote used oil hotline (714) 765-4154
  • Hold one day events at used oil collection centers
  • Educate the public on proper disposal of used oil and household hazardous waste

The Support Services Section provides non-emergency support to the Operations Division; monitors all capital improvement projects; coordinates facility and apparatus repairs and replacements; processes large equipment purchases; and provides for the purchase, storage and inventory of all equipment and expendable supplies needed for the day-to-day operations of the department. This section employs a Services Coordinator and a Senior Storekeeper. 

Emergency Disaster Preparedness Section

This section is in charge of developing, administering and coordinating the emergency planning preparedness program in conformity with local, State and Federal requirements. Their mission is also to provide training to City staff in emergency planning and preparedness in order to maintain a high level of preparedness, provide businesses and residents with emergency planning and preparedness material to help reduce the loss of life and property resulting from a disaster. This section works with, and coordinates the efforts of, volunteer organizations such as the Community Emergency Response Team (CERT) and Radio Amateur Civil Emergency Services (RACES that assist the City during a disaster.

Life Safety Section provides a number of services to the community. These services include fire and life safety inspections, issuing fire code permits and responding to citizen complaints. The Life Safety Section also provides copies of all documents related to the fire department that are public record. The section consists of one Deputy Fire Marshal, four Fire Inspectors, and four support staff.

The Environmental Protection Section manages the hazardous materials disclosure program, the California Accidental Release Prevention Program, and the underground storage tank program. The Environmental Protection Section administers the regional hazardous materials team joint powers agreement as well as the small hydrocarbon pick-up program. The section consists of one Deputy Fire Marshal, four Hazardous Materials Specialists, and two support staff.
