The Training and Education Division provides quality training to ensure
proficiency in all areas of emergency response relating to fire suppression, hazardous materials, emergency medical, fire prevention , and technical rescue. The Division also promotes public safety through education and to ensure reparedness for any disaster, natural or manmade.

The Community Relations Section provides a number of prevention programs designed to educate the community on a number of issues related to public safety. These programs are available in various formats and designed to meet the changing needs of the community. Programs include:

  • Smoke Detectors
  • Fire and Injury Prevention for Older Adults
  • Drowning Prevention
  • Risk Watch
  • Learn-Not-To Burn
  • Juvenile Fire-setter
  • Used Oil Recycling Program
  • Office of Traffic Safety

In addition, this section provides training to city employees in the area of Cardio-Pulmonary Resuscitation (CPR) through our “Heart Smart” program and training on the use of the Automatic External Defibrillator (AED).

Along with program presentation, this section coordinates and actively participates in community events such as health and safety fairs, parades, school programs and other city sponsored events. Another integral function of this section is to disseminate information to the media during emergency incidents. Additionally, this section researches and develops grant applications. A major component of grant-funded programs involves the monitoring of budgets and the preparation of reports to meet state mandated requirements. The two grant funded programs in this section include the Used Oil Recycling program and the Office of Traffic Safety.

The Emergency Services Section is responsible for developing a functional City Disaster Plan and maintains an operational Emergency Operations Center (EOC). Emergency Services provides training programs to city management and staff, organizes citizen preparedness programs, coordinates numerous volunteer groups, and conducts drills and exercises to help ensure the functionality of the Disaster Plan. This section has one Emergency Services Coordinator and 400 volunteers.

The Fire Department Training Captain manages the North Net Fire Training Center. The training center schedules all "on-site" training and develops and administers various educational and training programs such as: promotional exams, certification proficiency exams for fire apparatus operators, Urban Search and Rescue skills training, and re-certification exams for fire department EMT personnel.

Planning, research and development of new firefighting/rescue techniques and equipment are also managed by the training center. Furthermore, the training center staff manages 40 volunteer work experience firefighter reserves. The volunteer work experience reserve program is designed to provide experience in a fire department environment for firefighter academy graduates that are seeking full time employment as firefighters.
