PROMOTION OF DEPARTMENT PERSONNEL

Chief Roger A. Baker is proud to announce the promotion of 15 members of the Anaheim Police Department. Because of the retirement of many personnel, Chief Baker promoted the following employees during two ceremonies held on Thursday, July 5th in the Anaheim Police Harbor Blvd. building.

At a 9:00 AM ceremony attended by over 150 family, friends and department employees, Chief Baker promoted Captain Steve Sain to the position of Deputy Chief, Lieutenant Steve Walker to the position of Captain, and Sergeants Steve Whalen, Ed Dougherty and Donald Klein to the positions of Lieutenant. At 2:00 PM, a ceremony was held to promote Officers Mark Cyprien, David Kussman, Hendrick Fantes, Julian Harvey, Michael Foster, Jeremy Blair, Belinda Brewer and Michael Lozeau to the positions of Sergeant.

DEPUTY CHIEF STEPHEN SAIN: Deputy Chief Sain replaces Frank Fleming, the first Deputy Chief of the Anaheim Police Department. Deputy Chief Fleming retired on July 6th after devoting 28 years of service to the Anaheim Police Department. The new Deputy Chief Sain began his law enforcement career in the Garden Grove Police Department. He joined the Anaheim Police Department in 1980 as a patrol officer and was promoted to Sergeant in 1980. As Sergeant, he supervised Officers in the Patrol and Vice Details. He was promoted to Lieutenant in 1990 and served as a Watch Commander, Detention Facility Commander and Special Operations Bureau Commander. He was promoted to Captain in 1997 and led the Administrative Division and most recently, the Administrative Support Division. Deputy Chief Sain will be assisting Chief Baker with the day-to-day operations of running the Anaheim Police Department.

CAPTAIN STEVE WALKER: Captain Walker is selected to replace Deputy Chief Sain as a new Captain. He will be responsible for overseeing the Administrative Support Division. Steve Walker joined the Anaheim Police Department in 1972 as a patrol officer and later served as a Traffic Officer and Vice Investigator. In 1989, Steve Walker was promoted to Sergeant and served as a supervisors in the Patrol, Traffic and Vice Details. In 1997, he was promoted to Lieutenant and was asssigned as a Watch Commander, Administrative Bureau Commander and most recently, Detective Division Commander. Captain Walker earned his Bachelors Degree from California State University Fullerton and is a recent graduate of the FBI National Academy.

LIEUTENANT STEVE WHALEN: Lt. Whalen started his law enforcement career at the Gardena Police Department where he served for 5 years. He came to the Anaheim Police Department in 1986. He worked in patrol, the Crime Task Force, Community Policing Team, Juvenile Detective and Homicide Detective. He was promoted to Sergeant in 1996. He has been an active member of the Hostage Negotiators for 12 years. Supervised patrol, bike team, Field Training Detail and Community Policing. Lt. Whalen will be serving as a Patrol Watch Commander.

LIEUTENANT DONALD KLEIN: Lt. Klein started his police career as a Reserve Officer with the Garden Grove Police Department in 1976. In 1978, we became a Los Angeles Police Officer. In 1980, he became an Anaheim Police Officer. He worked as a patrol officer, Field Training Officer, Hostage Negotiator, Criminal Intelligence Investigator and Narcotics Investigator. He was promoted to Sergeant in 1996 and has supervised in the Patrol Burea, Major Narcotics Bureau and Community Policing Team. Lt. Klein will be serving as a Patrol Watch Commander.

LIEUTENANT EDWARD A. DOUGHERTY JR.: Lt. Dougherty joined the Anaheim Police Department in 1972. He was promoted to Sergeant in 1986 and has worked a variety of assignments, including Patrol Officer, Traffic Officer, Detective supervisor, Police 2000 Project Supervisor and most recently, he was the supervisor of the Economic Crimes Detail. Lt. Dougherty will be serving as a Patrol Watch Commander.

SERGEANT MARK J. CYPRIEN: Sgt. Cyprient was an Anaheim Police Department and became a Fullerton Police Officer in 1989. In 1991, Mark became an Anaheim Police Officer and served as a Patrol Officer, Crime Task Force Investigator, Gang Investigator, Street Narcotics Investigator and Disney Resort Officer. Sergeant Cyprien will be a field supervisor in the Patrol Division.

SERGEANT DAVID J. KUSSMAN: Sgt. Kussman was an Anaheim Police Cadet and became an Anaheim Police Officer in 1974. Dave has served as a Patrol Officer, Motorcycle Officer, Burglary Detective, Gang Investigator and Special Programs Officer. He has also been a member of the Counter Sniper Team for 12 years. Sergeant Kussman will be a field supervisor in the Patrol Division.

SERGEANT HENDRICK "HANK" FANTES: Sgt. Fantes was a Deputy with the Orange County Sheriffs Department for 4 years before being hired by the Anaheim Police Department in 1990. He has been a Patrol Officer, Gang Investigator and Detective. Sergeant Fantes will be a field supervisor in the Patrol Division.

SERGEANT JULIAN A. HARVEY: Sgt. Harvey joined the Anaheim Police Department in 1992. He has been a Patrol Officer, Gang Investigator, Crime Task Force Investigator and most recently, a pilot in the Helicopter Detail. He has also served in the SWAT Team for many years. Sergeant Harvey will be a field supervisor in the Patrol Division.

SERGEANT MICHAEL S. FOSTER Sgt. Foster joined the APD in 1992 and has served as a Patrol Officer, SWAT Team member, Detective and Motorcycle Officer. Sergeant Foster will be a field supervisor in the Patrol Division.

SERGEANT JEREMY B. BLAIR: Sgt. Blair started as an Anaheim Police Cadet and was upgraded to Police Officer in 1992. He has been a Patrol Officer, Canine Officer and Narcotics Investigator. He is also a recipient of the Department's Medal of Valor Award. Sergeant Blair will be a field supervisor in the Patrol Division.

SERGEANT BELINDA BREWER: Sgt. Brewer started police work as a Garden Grove Police Reserve in 1983. She went on to become a full-time Garden Grove Police Officer and transferred to the Anaheim Police Department in 1993. She has worked as a Patrol Officer, Narcotics Investigator, Burglary Investigator and Tourist Oriented Policing Officer. Sergeant Brewer will be a field supervisor in the Patrol Division.

SERGEANT MICHAEL R. LOZEAU: Sgt. Lozeau was a Tustin Police Officer before becoming an Anaheim Police Officer in 1990. He has served as a Patrol Officer, Canine Officer and Detective. Sergeant Lozeau will be a field supervisor in the Patrol Division.
