SUPPRESSION/ENFORCEMENT The Gang Detail fills its suppression and enforcement role with a combination of high-visibility uniformed patrol and a bicycle team. During calendar year 2006, the Gang Detail made 467 arrests, had 1,614 field contacts and seized 53 weapons. The gang detail also works collaboratively with gang units from other agencies.
INVESTIGATIONS The Gang Detail is also tasked with investigating all gang-related crimes. In 2006, the detail was assigned 559 cases, which resulted in 202 arrests. These investigations have ranged from spray-paint graffiti to shootings and stabbings. Investigators use a variety of investigative techniques which include accessing a multitude of computer databases, undercover surveillances, and serving arrest and search warrants.
TARGET TEAM The Gang Detail started to use the Tri-Agency Resources Gang Enforcement Team concept or "TARGET" in June of 1994. Each team is composed of four Anaheim Police Department Gang Investigators, 2 Deputy District Attorneys, 2 District Attorney Investigators, and a Gang Suppression Deputy Probation Officer. The purpose of these teams is to closely supervise subjects who have been identified as some of the most serious gang offenders in the city. The assigned Deputy District Attorney reviews all new cases filed against TARGET offenders and ensures that they receive the maximum attention of the Criminal Justice System.
INTERVENTION-SCHOOL PROGRAMS The Gang Detail has four investigators assigned to work with Anaheim schools on educational, disciplinary, enforcement, and school safety issues. The investigators work closely with a school district program specialist who works out of the police department.
The Gang and Safe School Investigators conduct presentations for all levels of students, teachers, and administrators within all Anaheim school districts. The Safe School Investigators also participate in School Disciplinary Review Boards and School Attendance Review Boards.
CONTRACT PROBATION GANG SUPPRESSION SERVICES In addition to the TARGET Deputy Probation Officer, the Department contracts for the services of an additional on-site Deputy Probation Officer who also handles our most active gang member probationers. The presence of the two Deputy Probation Officers has been an invaluable tool in monitoring and supervising the activities of some of our most active gang members. With their assistance, the Gang Detail is proactive rather than reactive in dealing with gang activity.
COMMUNITY PRESENTATIONS Gang Detail investigators conduct gang awareness presentations and address community concerns at a variety of different forums. They are frequently called upon as speakers for schools, civic group functions, Neighborhood Watch meetings, and private sector training.
