ANAHEIM PUBLIC UTILITIES BECOMES A CLIMATE ACTION LEADER—PUBLICLY REPORTING GREENHOUSE GAS EMISSIONS

ANAHEIM, CA (June 23, 2005) - Anaheim Public Utilities has successfully certified its greenhouse gas (GHG) emissions inventory with the California Climate Action Registry, thus earning the distinction of Climate Action Leader™. Anaheim is now publicly and voluntarily reporting its GHG emissions from generation, transmission and distribution of electricity under this rigorous registry program.

Anaheim’s certified GHG emission report for 2003 is available through the Registry’s Web site at http://www.theclimateregistry.org/. Anaheim Public Utilities, Orange County’s only publicly owned water and electric utility, has served Anaheim customers for more than 100 years.

“This is an important step for Anaheim Public Utilities as we look for new ways to manage our carbon dioxide emissions,” said Marcie Edwards, Utilities general manager. “By having a third party certifying Anaheim’s carbon emissions profile, we are further ensuring that our reporting meets objective, uniform standards.”

Anaheim’s specific projects for emissions reduction include:

· Investment in a new, high-efficiency combined cycle natural gas
  turbine with the latest emissions control technology;
· Replacement of existing conventional generation sources with
  renewable resources (Anaheim currently has a wind resource and
  contracts with other renewable resources such as geothermal and
  landfill gas that begin in 2006);
· Encourage customer support via a Green Power Program that allows
  customers to contribute toward the incremental cost of renewables
  through their bills (funds may be directed to the Green Power for the
  Grid option that is used for bulk purchases of renewables;
· Implementation of energy measures at water pumping stations and
  office buildings (measures include variable speed drives, occupancy
  sensors and upgrades to lighting);
· Installation of clean distributed generation technologies including
  photovoltaics and a fuel cell;
· Utilizing zero emission electric vehicles for pool cars and meter-reading
  personnel; and
· Partnering with local air district, Southern California Air Quality
  Management District, to encourage customers to participate in
  emissions-reducing programs such as replacement of gas-powered
  lawnmowers with electric mowers, and replacement of
  perchloroethylene-based dry-cleaning machines with alternative
  professional dry-cleaning technologies.

The California Climate Action Registry (Registry) is a non-profit voluntary program established by the state of California to encourage early reductions of GHGs. The program has over 45 members representing a wide range of California’s large and small businesses, government agencies and national environmental organizations. Organizations that are willing to meet the accounting standards and third party certification requirements of the Registry show their serious intent to address climate change.

Starting next year, all of the electric power companies and utilities in the Registry program, including Anaheim Public Utilities, will also report efficiency metrics along with their inventories. Emissions metrics will allow utilities to make informed decisions going forward in regard to power resources and environmental programs. It will also enable tracking of carbon intensity over time, complementing existing entity-wide absolute emissions reporting to paint a fuller picture of a company’s environmental performance.

"California takes the issue of climate change seriously," said Diane Wittenberg, President of the California Climate Action Registry. "By voluntarily tracking and reporting their GHG emissions, Anaheim Public Utilities is taking on a leadership role at both the regional and state level to encourage action and bring attention to this most crucial of environmental issues."
