The city regulates community care facilities and sober living homes through permits, registration, location and operational standards.

Community care facilities and sober living homes with six or fewer people and not licensed by the state of California must get either a city operator's permit or operator's registration.

Large facilities, with seven or more people, and whether they are licensed by the state or not, must get a city conditional-use permit allowing for and outlining conditions for operation.

All community care facilities and sober living homes with six or fewer people and not licensed by the state are required to apply for a permit or register by April 27, 2021, and comply with regulations and operating standards by Oct. 29, 2021.
