Districting Process - 2016
For the first time in Anaheim’s 159 year history, Anaheim’s “At-Large” system for electing City Council Members changed to a “By-District” system with the mayor continuing to be elected At-Large.
After months of community meetings and public hearings by the Advisory Committee and City Council, on February 9, 2016 the City Council unanimously adopted the city’s first districting map and election sequence for the six Council district seats.

Council District 1:
All the land within the boundary beginning at the northwest corner of the intersection of Brookhurst Avenue and California Route 91 on the northern boundary of the City of Anaheim, proceeding southerly on Brookhurst Avenue to Crescent Avenue; then proceeding westerly on Crescent Avenue to Magnolia Avenue; then proceeding southerly on Magnolia Avenue to the southern boundary of the City of Anaheim; then proceeding westerly, northerly, and easterly on the boundary of the City of Anaheim to the point of origin.
Council District 2:
All the land within the boundary beginning at the northwest corner of the intersection of Brookhurst Avenue and California Route 91 on the northern boundary of the City of Anaheim, proceeding southerly on Brookhurst Avenue to Crescent Avenue; then proceeding westerly on Crescent Avenue to Magnolia Avenue; then proceeding southerly on Magnolia Avenue to the southern boundary of the City of Anaheim; then proceeding easterly on the southern boundary of the City of Anaheim to the intersection of Katella Avenue and Euclid Street; then proceeding northerly on Euclid Street to the intersection of Euclid Street and California Route 91, which is the city boundary; then proceeding westerly on the boundary of the City of Anaheim to the point of origin.
Council District 3:
All the land within the boundary beginning at the northwest corner of Raymond Avenue and the northern boundary of the City of Anaheim, proceeding southerly on Raymond Avenue, which becomes East Street, to South Street; then proceeding westerly on South Street to Interstate 5; then proceeding southerly on Interstate 5 to Ball Road; then proceeding westerly on Ball Road to Walnut Street; then proceeding northerly on Walnut Street to Crone Avenue; then proceeding westerly on Crone Avenue to Euclid Street; then proceeding northerly on Euclid Street to the intersection of Euclid Street and California Route 91, which is the city boundary; then proceeding easterly, northerly and then easterly on the boundary of the City of Anaheim to the point of origin.
Council District 4:
All the land within the boundary beginning at the northwest corner of the intersection of Orangewood Avenue and Anaheim Way on the southern boundary of the City of Anaheim, proceeding northerly on Anaheim Way to Lewis Street; then proceeding northerly on Lewis Street to Ball Road; then proceeding easterly on Ball Road to State College Boulevard; then proceeding northerly on State College Boulevard to Santa Ana Street; then proceeding westerly on Santa Ana Street to East Street; then proceeding southerly on East Street to South Street; then proceeding westerly on South Street to Interstate 5; then proceeding southerly on Interstate 5 to Ball Road; then proceeding westerly on Ball Road to Walnut Street; then proceeding northerly on Walnut Street to Crone Avenue; then proceeding westerly on Crone Avenue to Euclid Street; then proceeding southerly on Euclid Street to the intersection of Euclid Street and Katella Avenue, which is the city boundary; then proceeding easterly on the boundary of the City of Anaheim to the point of origin.

All the land within the boundary beginning at the intersection of Orangethorpe Avenue and the northern boundary of the City of Anaheim, proceeding southwesterly on Orangethorpe Avenue to Miller Street; then proceeding southeasterly on Miller Street to La Palma Avenue; then proceeding southwesterly on La Palma Avenue to Kraemer Boulevard; then proceeding southeasterly on Kraemer Boulevard, which becomes Glassell Street, to the southern boundary of the City of Anaheim; then proceeding westerly on the southern boundary of the City of Anaheim to the intersection of Orangewood Avenue and Anaheim Way; then proceeding northerly on Anaheim Way to Lewis Street; then proceeding northerly on Lewis Street to Ball Road; then proceeding easterly on Ball Road to State College Boulevard; then proceeding northerly on State College Boulevard to Santa Ana Street; then proceeding westerly on Santa Ana Street to East Street; then proceeding northerly on East Street, which becomes Burton Avenue, to the boundary of the City of Anaheim; then proceeding easterly on the boundary of the City of Anaheim to the point of origin.
Council District 6:
All the land within the boundary beginning at the intersection of Orangethorpe Avenue and the northern boundary of the City of Anaheim, proceeding southwesterly on Orangethorpe Avenue to Miller Street; then proceeding southeasterly on Miller Street to La Palma Avenue; then proceeding southwesterly on La Palma Avenue to Kraemer Boulevard; then proceeding southeasterly on Kraemer Boulevard, which becomes Glassell Street, to the southern boundary of the City of Anaheim; then proceeding easterly, northerly, and westerly on the boundary of the City of Anaheim to the point of origin.
On November 4, 2014 Anaheim voters approved Measure L and Measure M. As such, at the Council meeting on April 7, 2015, the City Council appointed an Advisory Committee on Electoral Districts (“Committee”) to obtain input from Anaheim residents on the shape of the six City Council voting districts and to recommend a path forward. The Committee was selected by random draw from a panel of retired judges with a preference given to judges who reside within the City of Anaheim. The judges had served on the Orange County Superior Court and are residents of Orange County. The five selected judges served as volunteers.
Following Committee appointment, the Committee immediately held 10 public meetings across Anaheim to ensure all residents were educated about the districting process and to promote participation and equal access to all meetings.
The city's demographer, Justin Levitt, was present during each meeting to answer questions of the Committee and the public relating to his analysis of Anaheim's community based on current census data (2010). Among many things, he also provided hands-on assistance to members of the public who were interested in developing district boundary maps and submitting them to the Committee.
After months of conducting public meetings, reviewing 39 maps, hearing public testimony from over 700 residents, and consulting with the City’s demographer, the Committee recommended one map to the Anaheim City Council.
On October 6, 2015, the Committee submitted its Final Report and Recommended Plan to the City Council. The Recommended Plan places two city landmarks – the Anaheim Resort and Platinum Triangle – into two districts. It also has one Latino-majority CVAP and two Latino-plurality CVAP, as well as keeps communities of interests together.
The Final Report was based on public testimony, federal and state laws and criteria set by the City Council. The U.S. Constitution requires districts contain roughly equal population and the Federal Voting Rights Act prohibit racial gerrymandering. In establishing the boundaries of the districts, the Committee and the City Council considered at least the following factors:
• The U.S. Constitution
• The Voting Rights Act of 1965
• California Elections Code
• District population equality
• Topography and geography
• Cohesiveness, contiguity, integrity and compactness of territory
• Communities of interest
• Future population growth
After receiving the Final Report of the Advisory Committee on Electoral Districts, the City Council held a series of public hearings to determine district boundaries for Anaheim’s six City Council voting districts, as well as which four City Council districts would hold elections in 2016 and which two would hold elections in 2018.
On February 9, 2016, the City Council unanimously adopted the Recommended Plan (Map 3) to serve as the city’s first district boundary map. The City Council also set Districts 1, 3, 4, and 5 for the November 8, 2016 ballot. The remaining two districts (2 & 6) held elections in 2018.
