ADU Express Process
A New ADU Review Experience
STEP 1: VERIFY ELIGIBILITY
Check your property’s eligibility for ADUheim by searching your property address on the ADU Express Eligibility Tool.
If you are eligible, congratulations! Go to Step #2 to Continue the process!
Not eligible for ADU Express? Questions about alternatives? Visit the ADUheim landing page for information on the standard Building Division permit review and approval process. If you have any questions, email us at ADUheim@anaheim.net.
STEP 2: SELECT A PRE-APPROVED ADU PLAN
All potential plans for ADU Express can be found on the ADU Pre-Approved Plan Catalogue Page. Review the various sizes, options, and images and decide what you believe will work best for you.
The "Notes" column of the catalogue will provide you with important information about each plan set.
Once you have selected a pre-approved plan, move on to Step 3.
STEP 3: CONTACT CITY STAFF
THIS IS IMPORTANT: Once you pick your plan, contact Anaheim Public Utilities at (714) 765-6847 to schedule a free “meter spot”. This process helps you plan for the additional electrical needs of your new ADU.
Staff cannot meet to create a site plan and have a preliminary review meeting until you get this information from Anaheim Public Utilities. Usually, the meter spot site visit occurs within 3 business days of contacting Anaheim Public Utilities.
Once you have received your meter spot report from Anaheim Public Utilities, please contact Planning and Building staff at ADUheim@Anaheim.net to request a preliminary project meeting. This meeting will provide you with a Site Plan, as well as next steps.
STEP 4: SUBMIT APPLICATION AND SUPPORTING DOCUMENTS
Email ADUheim@anaheim.net when all the items discussed in the preliminary meeting have been acquired and you are ready to formally submit your ADU Express project! At that meeting staff will assist you to submit your complete ADU Express Application and provide the following supporting documents through our online portal:
Complete Construction and Demolition ("C and D") Waste Diversion Application.
Meter Spot information provided by Anaheim Public Utilities (what you got in Step #3).
Dedication/Improvement Exemption Application (staff will provide at preliminary meeting).
Selected Pre-Approved Plans with completed site plan.
STEP 5: APPLICATION REVIEW
Once the ADU Express materials are submitted into the online portal, staff will confirm all required information has been provided and create a new address for your ADU.
STEP 6: BUILDING DIVISION REVIEW AND APPROVAL
After your formal submittal meeting, staff will route your ADU Express package to any team members still needing review. If no further review is necessary, you will receive approval of your project within three (3) working days of your formal submittal meeting.
Following your formal submittal meeting, the Building Division will provide information on applicable development impact and/or school district fees. All Fees must be paid prior to building permit issuance. You will be provided information on which school district to pay (there are six in Anaheim) and where they are located.
STEP 7: PERMITS AND INSPECTIONS
After building plans are approved and fees are paid, building permits will be issued. Inspections will be required throughout the construction process and at varying stages. Please visit www.Anaheim.net/Next to utilize the City's automated system to schedule inspections.
