Consolidated Plans
The City is required by the U.S. Department of Housing and Urban Development (HUD) to prepare a 5-year strategic plan called the Consolidated Plan. The Consolidated Plan guides the City to invest federal HUD funds on unmet community needs that were identified during the public outreach process. The 2020-2024 Consolidated Plan will cover five Annual Action Plans starting with the 2020 Annual Action Plan.

Annual Action Plans
The City is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an annual plan called the Annual Action Plan. The Annual Action Plan outlines specific projects funded with CDBG, HOME, ESG, and HOPWA funds. The projects selected for funding are in keeping with the objectives and goals of the Consolidated Plan.

Analysis of Impediments
The City is required by the U.S. Department of Housing and Urban Development (HUD) to affirmatively further fair housing. To strategize this, the City must prepare an Analysis of Impediments to Fair Housing Choice (AI) and action plan to address impediments found that are within their ability to control or influence.

Consolidated Annual Performance & Evaluation Reports (CAPER)
The City is required by the U.S. Department of Housing and Urban Development (HUD) to prepare a progress report called the Consolidated Annual Performance and Evaluation Report (CAPER). The report includes status on completed and ongoing projects and the number of households that benefited from these projects.

Citizen Participation Plan
The City is required by the U.S. Department of Housing and Urban Development (HUD) to prepare a document called the "Citizen Participation Plan" that is approved by the City Council. This document outlines public outreach processes and amendment processes to the Annual Action Plans and the Consolidated Plan.
